Anyone had tried out the new Effect on Latest Version?

Facing some problem here...
It is possible to add a Object (as a effector ) to control the animated Effect (Animate Rotation By Age)? Like what the effect (Blend by Object) have.

I tried to create an effect from Your description-
You have X Y Z rotation controls based on particle age plus it is limited for particles, which are near Object.
