Title: Conform mesh to a surface?

Is there a way to bend mesh to a surface using FP or RC?

I have a rather large wavey, curved wire mesh fence to create. An Opacity map would be ok from distance but up close this always feels very 2D and flat.

I currently have FP scattering it based on UV and with Y and X set to make the piece line up, however as the surface begins to bend more you start to get holes where they are not aligning properly with the surface because they do not bend with it.

Whats the easiest way to deform something like this? I feel like RC or FP must have something that will help but cant seem to find it.

ForestPack does not bend geometry. On the other hand- RailClone can.
