Forgive me if this is obvious but, is there a way if you already have a forest pack system for trees, then wanted to add shrubs around the base of the trees using the tree forestpack as a distribution area? So basically I want to spawn shrubs around an existing forest pack system using the existing forestpack as the distribution area.

Thanks for question. Let's do that.
First we have trees already scattered:

Let's add default distribution of bushes:

Then add ForestPack Trees as Exclude Area:

Then adjust Fallof Parameters: Enable Density and add some distance for it:

What is left is inverting Density Area Falloff Curve:
