Title: Effects Library Path Bug

It looks like there is a problem with the display of effects list in the Effects Library when the username in the system has Cyrillic characters.
Example:
The library is located by default at C:\Users\Cyrillic UserName\AppData\Local\Itoo Software\Forest Pack Pro\effects. The list of effects is empty.
If you copy this folder, for example, to C:\Test\effects and replace the path to it in the HKEY_CURRENT_USER\Software\Itoo Software\Forest Pack Pro\EffectsDir\effects registry, then everything works as it should.

Tested in FP 7.4.3

This came up recently as an issue so I'm happy to say it's already fixed in the Forest Pack 8 beta
