Hey there,
Attached is a screenshot of my falloff settings, and a questions as to why it is not working. I am trying to follow the blur case study and have come unstuck at the first step. The road is a loft object, changed to editable poly (or not and have the same result). I have ticket Density, edited the curve, tried include and exclude and as you can see from the screenshot there is no impact.
This is a real showstopper considering most of this tutorial is based around this working.
Any suggestions as to what I may have done incorrectly, I am on the latest version in 3ds max 2020.
Attached is a basic file with the spline and loft.. apply a forest preset to that, do anything with the density and nothing happens.

if I create a plane, this works fine - it seems to be 100% related to the loft object. Is there a setting I need to trigger.
Also.. I have left the loft as a loft, I have added an edit poly to the stack and converted to an editable poly.. not of these work in relation to the falloff.

Hi. Thanks for contacting us. Your file does not have Forest Pack item in it. So we can't see what settings You used. And guide You how to fix it.
Have You disabled the surface?

From this state- You need to add Your spline, set its width, and disable Surface in the areas list:
