Problems with Civil View Surfaces

I have attached a file containing 2 identical civil view surfaces. Forest pack pro works fine on surface 1 but does not work on surface 2.
Any ideas why this is. I cannot find any difference in the surfaces.

The Normals on Surface 2 are not oriented correctly. You should collapse it to Editable Mesh/Poly and apply a Normal modifier.

Thanks for you reply. That makes sense. I was wondering why it didn't work when I converted it to a mesh

One more thing: we just realized it is possible to flip the Normals, reversing the base splines. So it is not necessary to collapse, if you want to keep the CV objects.
