It doesn't do anything except bring a panel up on the left

I would suggest you "reset" 3ds max by deleting your User files. To remove the user profile:
  • Ensure that the 3ds max is not running.
  • Navigate to the following path: C:\Users%yourUsername%\AppData\Local\Autodesk\3dsMax\2019 - 64bit\ENU
  • Rename the ENU folder to ENU_Old.
When 3ds max is launched a new ENU folder will be created. If the issue has not been resolved, you can revert to the previous settings by deleting the new ENU folder and renaming the old one back to what it was.

Just to inform you, we released Forest Pack Pro 9.0.2b yesterday, which includes a fix for the tooltip and toolbar button mismatch.
