Un-even or No Distribution

Im having an issue with a small setup. When trying to distribute on a path, all of the bushes stay close to each other in the middle instead of spreading out onto the path evenly. Is this a setting Im missing? Ive tried every setting. If I try to just distribute the plants on a small plane for a flower planter, there's nothing.

Interesting find. While trying a closed spline for an area distribution, if I remove the surface from the list, then it works. As far as I know, you always needed a base surface and then a spline to define the area ON the surface you wanted the forest.
