Title: grass clumps transfer

Is it possible to create a series of grass clumps in one file then transfer them to other files or add the grass clumps to a new library?

Yes, in the following tutorial you can see how to create custom presets for the Library:

The Library edition reference also may be helpful for you:

Basically, if the library item is a Forest object (not a mesh), Forest handles it as a preset, copying all properties from it.
