No trees on new surface

I have trees on a surface.  Now I'm trying to add trees on the other side of the road.  I add that surface in the Surface rollout and select refresh.  Nothing happens.  Okay?  So I create a new FP object in MAX, but when I select the surface, the starting foliage planes do not show up, nor trees when I select Custom Object and select a tree model.

I thought I would be done this this project easily by taking my refined layout and merely select more surfaces.  Not so easy after all.
I'm on 5.4.0.  I got messages about the update, then it takes me an area where it tells me I'm up to date.  So I get messages that say there is an update and messages that tell me I'm up to date.  Huh? Upgrading is confusing as well.

It is hard to say what is going on in Your scene just from Your description.
It would like to help You if You could send us your simplified scene.

Normals were inverted of Your new area. It gets easier and easier to use with some practice.

Interesting.  I didn't think about that.
I modeled one side of the bridge, then mirrored it to the other side as a starting point.
I wouldn't think that flipped the normals, but I guess so.

Well, I flipped the normals and now I have the foliage on the other side of the bridge.  One tree sticks out on the road a little.  I'm trying to use the paint tool to knock it out, but the paint brush cursor never appears and nothing happens.  The paint cursor does not show up in top (and other) viewports. When I go to an ortho view and tilt the terrain nearly on edge, I see the cursor leaving blobs of orange paint area circles here and there, but all over the viewport and not the actual surface.  Treewise, nothing much happens.

Make sure Your brush size is big enough to paint areas:
