I wondered if forestpro could be used to make this, and if so, how?

Yes, it can be done setting the Surface mode from XY to UV. In the Surface rollout you also can change the UV alignment and scale.

I just wondered how you would get all the individual stones to tightly fit up against eachother?

Adjusting carefully the distribution size and the UV Transform Scale. The result is not exact, but should work for medium distance views.
