If you have not done it already, please try setting "Camera->Back offset" to a value higher than zero (for example, 10m.). This parameter may solve most of the clipping issues when camera moves. In fact, in Forest 3.9 the default value is 10m, instead zero as in previous versions.
The problem of turning off it automatically for rendering, is that in large scenes this would increase a lot the scattering time (and the number of items), compared with the preview of the viewport. This would be confuse for some users, since they have not a estimation of the final result.
About your second request, it is problematic because in Max the lights are stand-alone objects, and they cannot be instanciated at rendering in the same way that the geometry.
