Problem with scale

Hi,
We have itoo gravel in the center of the grass that acts like exclude object for the grass. We lowered scale (area - scale for gravel ) so grass can overlap gravel but nothing happens. Are we doing anything wrong? No matter what scale we set nothing grass is the same distance away from gravel   Thank you
