Is it possible to have density/scale falloff from the edge of a surface that the forest object is applied to?
Currently I can only get this to work if I use an area spline as well.

No, sorry it's not possible. The edge of a surface is not delimited in the same way that a spline, so we can't use it for the falloff.

Thanks, this would be a good feature to add for future builds if possible.
This is something they managed to do in multiscatter.
However Forest Pro is much more powerfull overall.
