When using mapped rotation, eg, with a simple noise map. I would still like to have some amount of random rotation as well. I'm pretty sure this is possible in MS. Maybe it is something that could be added. I am trying with 2 layers of noise just now to get the same effect, but with limited success.

ah ok, I understand what the probability does now, but its not what I'm looking for.

The map defines the absolute value of rotation for each item (black=min, white=max), so i think it could be done adding two maps in a Composite texture, one of them of type random (as Noise).
I'm out of the office now, but i could make a test scene later.

Please, see the attached scene: it uses a swirl and a noise map, added in a Composite texture. The swirl defines the main rotation value, and the noise provides the random component. To modify the amount of randomness, just change the "Opacity" parameter in the noise layer.
I hope that helps. There are multiple combinations, changing the noise parameters, the type of operation between layers, etc.
