Can't map planes to surface

I am selecting a closed spline to define my forest area and then I put them onto a surface using the modify panel under the Surface pulldown.  It's placing some onto the surface and leaving others at their original elevation.  I am using a surface that I created in Civil 3D, but it doesn't seem to be the problem.  Any thoughts?

I found out the problem is that when forest places the planes, it places some outside of the spline and my surface is only inside of the spline.  Is there a way to only place within the closed spline?  This should fix my problem.

Forest must place the trees only inside the spline, if not there is some problem. The only exception, is when using a random translation, that may move the planes outside the area... have you that option enabled ?
