License Server for Linux? Or support for ARM CPUs?

Given Windows 10 is approaching its EOL and since I can't upgrade my old trusty little Intel NUC to Windows 11, i'm looking for other OS alternatives rather than buying a new NUC specifically for this purpose.
I'm considering Linux Mint as one of mine potential distros to use.
Is there a License Server for Linux?
Or better yet, support for ARM CPUs and Linux?
Because otherwise I have an rpi4 laying around..

And what about PCs with ARM CPUs? assuming I run Windows on them.
Or running via Wine/CrossOver or something like that?

No, ARM is not supported either. Only X86.
Theorically it would run with Wine or other Windows emulator, but we have not tried it.
