Basketweave tile

Hello,
I am trying to create a system that look like basket weaved tile, but my brain is already about to explode because I can make it work.

So I created a 9"x18" tile that match the texture tile.  (in the image they look like square tiles but they are rectangular, placed side by side to look like square) My system should create a pattern of 2 vertical tiles and two horizontal tiles.
So far I only get two vertical and one horizontal tile, I try to add a third tile to cover the hole on the missing horizontal but it does not work.

Sure no problem, I understand.  The thing is I work for an Architectural firm and IT is the one who do all the software purchase.
