Can I build ramp of viaduct with RailClone?

Yes, using a sloped spline. Although in the current version is not possible to adjust the height of the columns dinamically. As workaround, you can make them enough long to go across the terrain, so the extra geometry is hidden at render.

I use Helix to build, but it seems on the Plane??

This is a limitation of the Lite version, it works only with flat splines:
