The Itoo Software License Server
service listed under your Windows Services list (services.msc) should be running and set to automatic
. If you are unable to restart the process from there please have a look to the Event Viewer
for the error. From there you should identify what's forcing start of the License server.
If the issue persists, would you mind to to send us
the log file from the Itoo Software License Manager

tab - View Log...
