Few days ago i've started to get this error, i dont use any proxy servers.
Is ther any other way to recieve library updates?
Is there any issues with update server, or this problem on my side?

the problem is still relevant with update manager, i've tried to reinstall FP and RC, but same error apears

Yes, issue still exists, i think IP of update server was blocked in my country

Are You in Russia? Recently Russia blocked a lot of Amazon IPs. We host our library files on Amazon.

Currently one user reported he is having some success using kaspersky VPN.
It offers 200-300 MB of free data daily- it could take couple days to download whole library with it.

There are other paid VPN alternatives as well without daily limits.
